(If the power planes ran right out to the edge, a tiny whisker of metal at the edge could short them together). Typical board fabricators suggest a pullback of mm. For simplicity, many board designers set the ground plane pullback the same amount as the power plane pullback. Why not make the ground plane run all the way out to the edge?
